To ensure public protection on the beach and the surf zone, Lifeguard Tower, or Beach Services, is staffed with watchful certified lifeguards. A number of portable lifeguard stations line the beach in communication with Headquarters. Along with 4-wheel drive vehicles and flotation equipment, Beach Services has a beach-launchable inflatable watercraft for rescues.

In summer, a Junior Lifeguard program for ages 6-18 is offered on Cowell's Beach.
